Powers / Abilities
Power - Negative Speed Force Conduit: Recreating the same accident that imbued Barry Allen with the powers of the Flash and thus the Speed Force, Eobard has turned himself into a speedster with his own connection to the Speed Force, although it is the inverse. The Negative Speed Force. As long as he runs, he generates more and more of it, able to overwhelm and corrupt the regular Speed Force like a cancerous growth. With it comes all manner of different powers that affect speedsters. Namely, he can corrupt and steal the speed from those that he touches, if they have a connection to the regular Speed Force. He has shown the ability to be able to steal life force energy from others and use it to bolster his own youth, to cut off someone from their source of speed, to steal speed from speedsters, meta-humans and non-metahumans alike.
Power - Superhuman Speed: Eobard has demonstrated considerable superhuman speed, outclassing the Flash in most instances with how fast he has been able to run. He can reach the speed of light easily and has run fast enough on his own without a Cosmic Treadmill to be able to break through the barrier of space and time to travel backwards in time or into the future.
Power - Superhuman Agility: Using his superhuman speed, Eobard's agility is hard to match thanks to the increased perception that he has. The Negative Speed Force that imbues his body allowing him to maneuver around attacks with ease.
Power - Superhuman Reflexes: The Negative Speed Force gives Eobard heightened perception, allowing him to be able to see things in almost slow motion as he's running. If he didn't have this he wouldn't be able to see or react to simple things such as turns and would end up running into something that could kill him. As such, he perceives things at a much faster rate, allowing everything to seem like it is moving much slower, or in some cases, like they are completely still.
Power - Enhanced Intellect: Genetically engineered to have an IQ of 167, Eobard has vast intelligence already thanks to the gene tampering. Being from the future, he was schooled by the finest tutors that money could buy and possesses keen intelligence on a wide variety of topics, far ahead of scholars and those of reported genius in the centuries before him. He is also an expert on the Speed Force, having studied it for many years to better understand and unlock it's full potential.
Power - Superhuman Endurance: The Negative Speed Force imbues Eobard with more energy to allow him to run as fast as he does for extended periods of time, his cells constantly regenerating to prevent the build up of lactic acid that normally brings on the burn to muscles, allowing him to function at higher and harder intensities.
Power- Superhuman Durability: The Negative Speed Force creates an aura around Eobard as he runs which protects him from the harm of such things as friction, and in turn from kinetic force as well. Punches, kicks, bullets and the like do little to him so long as he is traveling at speed, or is utilizing his connection to the Negative Speed Force in some way.
Power-Accelerated Healing: Eobard's cells are constantly in a state of cellular regeneration thanks to his connection to the Negative Speed Force, allowing him to heal from injuries rapidly. Cuts, bruises, scrapes and the like are healed in a matter of seconds, while broken bones can take a few hours.
Power- Phasing: By vibrating his molecules all over his body, Eobard can displace them and slide between the small spaces between another objects molecules, allowing him to push through nearly any barrier that he comes up against. He has shown the ability to phase through a Green Lantern's construct, walls of various construction, and can become intangible for short bursts of time.
Power- Supercharged Brain Activity: Rather than just relegating his superhuman speed to only running, Eobard can internally focus it and supercharge his brain activity, allowing him to process information at amazing speeds, running calculations, testing theories and the like and run trial and error situations all within the fractions of a second.
Power- Vortex Creations: By planting his feet against the ground, Eobard can rotate his arms at super speed to create a powerful vortex to either pull someone or something towards him, or to push them away from himself as well. Alternatively, he can run around in circles to create tornadoes and other vortexes on the ground as well.
Weaknesses
Weakness - Criminal Insanity: His obsession with Barry has lead to a great number of crimes that have been committed by Thawne, from murder all the way to robbery. He does these all in the name of wanting to replace the Flash, but is still viably insane and psychotic.
Weakness - Obsession: Due to the obsession that he has with Barry, he will never truly kill his foe. Great harm and hardships he will cause of course, but to truly be rid of Barry would be tantamount to his own destruction in the timeline, along with the cancellation of his Negative Speed Force powers.

Bright halogen bulbs streamed downwards from their perches upon the light poles that lined the street. A solitary street with only a few dilapidated houses on either side of it to give even the most remote hints of life, it seemed desolate and abandoned during the night. A steady wind howled through broken windows and broken doorways, ruined porches rotting and shifting with the buffeting gusts of air, creaks and moans from rotting wood filled the void of sound that permeated the air. The wind started to pick up just a bit more and the scent of ozone would tinge the atmosphere. Slight at first, but steadily growing stronger and stronger as time went on, seconds ticking by and seeming to stretch into eternity. The first crackle started, seemingly innocent at first. A single jagged bolt of red hued lightning arcing through the air from one side of the street to the next. And then another, and another, soon forming a thick web of crackling and radiant crimson electric sparks. A spiraling hole suddenly formed within the center of the lightning cascade, the wind picking up even faster now and causing the groans to increase in intensity as it did so.
A streak flashed from the center of the hole that had been ripped within the fabric of reality, racing down the street at a blinding speed, so fast that if one were to even remotely glance away or blink they would question it's very existence. A thick and roiling sound filled the air as soon as the streak exited the wormhole that had formed within the center of the street, a supersonic boom echoing outwards in all directions, taking out anything fragile enough, which on that street happened to be almost everything that was still standing. Doors were blown off of their hinges, windows that were still in tact rupturing and blasting inwards in millions of glittering razor sharp shards. A pained scream filled the void before the streak slowly came to a stop, miles upon miles away from the origin point of the hole that had been torn in reality.
Panting heavily, a figure leaned backward against a random rough hewn alley wall, small droplets of sweat sliding down his cheeks and dripping off of his exposed chin. A bright yellow suit clothed his figure completely, save for the chin. His hand hoisted upwards, a piece of technology upon his wrist being completely invisible to the naked eye emitted a low-level spray of lasers into the air, forming a holographic image of a face. Bland and nearly featureless, it hovered there like a ghost, awaiting input from the one that had summoned it. "Show me the year, the time... everything..." he spoke, voice slightly hoarse from the exertion that he'd just put forth into his jump in the time-stream. A cultured tone greeted him. Soft, reassuring and nearly platonic in all manners, the voice of a woman carried out into the space of the alleyway for the yellow clad speedster. "The year is 2015 Eobard, and the current time is ten fifty-eight PM. You have arrived exactly as projected, though your deviation from the approach course has carried you to the heart of Central City rather than the outskirts as previously planned. Shall I make an adjustment to the ro-" Shaking his head quickly, the man in yellow cut off the artificial intelligence. "No that's enough. I know... my way around this place."
His breath came back to him at that moment as he stood up fully for the first time in a few minutes, his lips once having been drawn downwards while taking in large lungfuls of oxygen started to turn upwards at the corners. Bright blue eyes started to flash and crackle, thick red lightning bolts starting to form and arc around the sclera of his electric gaze, his entire frame starting to vibrate faster and faster until he appeared to be nothing more than a blurry outline of a man. Launching himself forwards, the crackle of energy that cascaded down his body could be heard before the rush of air was displaced around him, creating a funnel of sorts that picked up random detritus and debris, forcing it to whip around wildly before impacting against the walls of the alleyway as he raced out into the street and down it. The vibration of his movements and pressure of his speed as his body was forced through the air set of car alarms, knocked over various pedestrians and caused ripples and distortion to reverberate against every solid surface that he passed.
His destination was clear to him, a subconscious pull, something that he couldn't deny himself any longer. Racing down the streets at such breakneck speeds, his mind was amplified and charged to the point that everything seemed to be moving slower than molasses, people frozen in their actions. Drinking, eating, talking on cell phones or moving down the middle of a crosswalk. All of this and more was processed by his brain at inhuman speeds, and it only seemed to get slower the more he ran, the faster he moved. Eventually though, he came to a stop. The top of an apartment building, a solitary skylight facing him as he approached. Slower this time, more controlled, more even, his body still a vibrational blur as he peered down into the skylight... and there he was. Strawberry blonde hair, lithe yet athletic frame, staring at a piece of paper near a group of shelves holding various chemicals upon them. A deep seated scowl crossed over his face, tugging down at the corners of his mouth.
Barry Allen. The Flash, in the flesh. Younger, so much younger than he remembered. His fist tightened considerably, vibrating harder along his arm and his forearms screamed in pain from the exertion. Forcing himself to relax, a boom of thunder rippled through the air, a flash of light illuminating the rooftop that he was standing on, casting his silhouette onto the skylight. "Soon... very soon Flash..." he whispered, his voice modulated and warbling, cresting and rising over it's tones in an ethereal manner. Taking a single step to the side an instant before the lighting came down, a thick white bolt of electricity shot forwards, through the skylight window and the chemicals upon their shelves, striking the young man's chest. Eobard's eyes glistened and flared, bright crimson light spilling from his gaze as a rush of memories flooded his brain. Hatred. Anger. Admiration. Jealousy. Adoration. All of these and more creating a tumultuous flood of sensations... but he quelled them. "Not yet. But soon..." Taking a step forwards, he pressed a palm against the shattered glass of the skylight, peering down at the unconscious man below him, seeing the lightning spark and sizzle across his body, changing his structure at the cellular level, rewriting his DNA at it's core and changing him for the better.
A cruel smirk played out over his features, thoughts of racing down into the apartment to thrust his hand into Barry's chest, to crush his heart with a single grip, rupturing the blood vessels inside, feeling the life force being ebbed out of the 'hero' second by second. But that would come much later, when more pain than any human could bear had been inflicted, when all hope was lost and the begging for death started. "Run Barry... run..." he whispered to himself before he suddenly vanished from sight, leaving behind only trails of red lightning in his wake.

Villains: Killer Frost
Plot: Obsessed with trying to corrupt and remove Barry's connection to the Speed Force as a whole, Eobard travels through the Negative Speed Force. During his travels through it however, he finds that certain objects have been sucked into it, and during their time there have been imbued with Negative Speed Force energy. Surmising that if he can pierce the flash with something small, something insignificant without the other knowing about it, he can negatively infect the Flash and make him that much easier to kill, or destroy.

Plot: Thawne travels throughout time to various points of Barry's life, inspecting his upbringing from various angles and time periods, effectively stalking and learning everything he can of Barry before he becomes the Flash. Then after doing so, travels back to the present to engage the Flash in a battle. Throughout it all, he will show Barry what he believes to be the errors of his ways, while simultaneously taking him on a trip throughout history to try and interrupt his life at various points, in full view of the Flash. To torture him one more time, to see the light fade from his eyes as the lightning leaves his body when his past is erased...

Surmising that if he can pierce the flash with something small, something insignificant without the other knowing about it, he can negatively infect the Flash and make him that much easier to kill, or destroy.

Plot: Thawne travels throughout time to various points of Barry's life, inspecting his upbringing from various angles and time periods, effectively stalking and learning everything he can of Barry before he becomes the Flash. Then after doing so, travels back to the present to engage the Flash in a battle. Throughout it all, he will show Barry what he believes to be the errors of his ways, while simultaneously taking him on a trip throughout history to try and interrupt his life at various points, in full view of the Flash. To torture him one more time, to see the light fade from his eyes as the lightning leaves his body when his past is erased...
