Edited as best as I could, couldn't find anyone else really to fit my mental image of Riley. Name: Riley McMullen Alias: Rush (Occasionally misnamed "Power Surge" by rumors of undetermined origin) Nickname(s): "Sparky" (Does not respond well to said nickname, but given the abilities, it happens.) Race: Human Age: 18 Birthday: 08/04/1997 Alignment: Neutral Good Height: 5'4" Weight: 143 lbs Hair: "White" (Really more of a stark blonde) Eyes: Pale reddish pink, almost milky in clarity, pupils display a darker red tone than the rest of the eye. (Referring to the red eyes occasionally seen in those with albinism. Not common, but not impossible.) Physique: Sturdy build with wide, squarish hips and broad, toned shoulders. Well-toned muscles all around. Skin is ashen, nearly white in color, due to a case of albinism. Overall appearance suggests an androgynous look, with a male lean. Appearance (Note: Art belongs to myself, aka, Runeme-wolf of Deviantart): Training: JROTC, Recieved hands-on training by father, in the motorcycle shop he owns. Riley also works under him in the shop, as a mechanic. Equipment: Cell Phone, Helmet with built in navigation display and targeting HUD, motorcycle (Has various modifications including Nitrous, and small projectile launcher to be loaded with launching nets or missiles, ADDITIONALLY, runs on electricity.) Powers / AbilitiesAdrenaline Rush- Riley has the ability to control the release of adrenaline, hence the name "Rush". This was Riley's initial ability. Allows for feats of peak strength, speed, and reaction. Also allows Riley to think faster in some cases, in tight spots. Riley does have a larger store of adrenaline in general, allowing for up to 45 seconds of continuous use. Adrenaline Overdrive: At peak strength during an adrenaline rush, an ability is able to be used in dire situations: By stimulating the adrenal glands with electricity, a special compound becomes active, releasing into Riley's system. It causes every muscle to tear and rip, temporary muscle forming in the damaged parts, which is much stronger and more elastic than normal muscle. This temporary muscle is only usable for a short time, to be increased with training. Currently, the absolute maximum time to use it is limited to five minutes. Afterward, the temporary muscle disintegrates and leaves Riley in a much weaker state than before, hence why it is used only in absolute dire occasions. Electro-Kinetic Imbuement(??) - Riley can use a stream of electricity to lift objects, mostly on a small scale, but up to about 250 lbs. Electrical Charge - Electricity is generated within Riley and discharged in various methods, including isolated release (Hands, legs), and full body release (pulsing and expanding outward). This can be released freely, or through mediums (Such as the ground, walls, beams, etc.). This ability can be used to short out circuits and electrical devices. Riley will sometimes store electricity for later use, and actually has a difficult time not generating electricity. For this reason, in day-to-day situations, Riley wears rubber-insulated gloves. Electro-sphere(IN PROGRESS): An ability not yet mastered- Forming a semi-solid sphere of electricity to be used as a thrown projectile. at the present, Riley has trouble focusing the energy in a spherical shape, and often the spheres will fizzle out. Electricity Absorption- Riley can absorb quite a large quantity of electricity, nulling many and most electricity based attacks. This can be used from a range of about 50 meters, making absorbing projectile electricity before it hits a target or individual possible to an extent. Skilled driver- Riley is skilled in maneuvering and riding motorcycles and other two-wheeled vehicles. Four-wheeled vehicles, not so much. WeaknessesEMP: An Electromagnetic Pulse will nullify and disable Rush's electricity temporarily, causing temporary paralysis and immobility. If exposed to repetitive EMP's or prolonged events, temporary to permanent paralysis may occur in extremities. Rubber- Being restrained with rubber or other non-conductive materials will ultimately inhibit Rush. Overcharging- Riley can be overcharged with electricity, causing immobilization and blacking out on minor levels, and on a larger scale, complete paralysis and even death. Intense light- Due to albinism, Riley's eyes are fairly photosensitive, and require the use of protective eye wear. Intense light will damage Riley's eyes, certainly causing temporary blindness and disorientation. This CAN cause permanent damage, and permanently blind Riley. Character Time LineYear 1 (2013) -Riley gains a reputation as "Rush" as the high schooler finds that bad luck seems to follow everywhere Riley goes. When things happen nearby, Riley is inclined to do anything possible to stop it. Upon being subject to a terroristic attack at a museum during a school trip, Riley lifted a helmet off of a motorcycle in the parking lot the class was regrouped in, heading inside due to a friend who had been taken as one of many hostages by the assailants. After dispatching the attackers, Riley made a quick escape. Ever since, Riley realized that there was a possibility to save many lives with these abilities, and felt obligated to refrain from doing nothing with them. Using the old CB radio in the mechanic garage Riley works in, the teenager will listen in to police frequencies, and help when possible. Though, Riley tends to only help when crime occurs near the high school, garage, or homes of those Riley has befriended. -Halfway through the year, Rush discovers a facility an underground organization had been using, having active equipment storing massive electrical power and causing power outages which had led the vigilante to investigate. In an "accident", the equipment was activated, extensively electrocuting Riley and ultimately causing the teenager to gain the electrical generation and conductive abilities. -Riley completes sophomore year of high school. Year 2 (2014)-Riley begins Junior year of high school. No further events to report. Minor Biography: Riley McMullen, born in 1997, two months premature. Over the next several months, family practice doctors scrambled to meet the child's rising health needs. As a premature child, Riley hadn't developed proper motor function or muscle growth, and required intensive care for several months just to keep the child breathing and alive. Riley wasn't permitted to be taken home until 10 months had passed, causing Riley to miss out on much of the muscle growth experienced within the first year of an infant's life.
At a young age, Riley was placed on anabolic steroids to make up for both this, and a mild case of anemia, causing the young child, who was in fact female, to develop in a much more masculine frame. Broad shouldered, yet somewhat short in stature. Early on, Riley realized that children in school weren't so forgiving once she pointed out she was female, becoming a point to be teased, so as a result, she simply allows others to believe what they will. A young girl, Shana Cowl, hadn't made a point of teasing Riley about her less-than-feminine appearance. In fact, she'd initially used Riley to "spy" on the boys in their elementary classes, though over time, as the two matured, Shana grew to be a truly appreciative friend of Riley's, and Riley found that she could never be upset with the girl. Despite their strange initial "friendship", the two have grown nearly inseparable, especially since Shana helped Riley through the difficult adjusting period as she was taken off the anabolic steroids. (This is known to cause depression and moodiness in some.)
During Riley's sophomore year of High School, Shana Cowl went missing, the circumstances around her disappearance completely undetermined, or perhaps, not released to the public. While searching Shana's computer for some kind of clue (With permission from her friend's family, of course), Riley stumbled across a strange address marked down in Shana's browser bookmarks. It was unlabeled, but once Riley ran it through maps, she found it wasn't entirely far off. Riley's search lead her to this location, in which she discovered the device that ultimately gave her the abilities she has now. However, she hadn't found any further clues as to Shana's location. However, one thing seemed certain. Whoever had been using that warehouse may be connected to her friend's disappearance. Riley hadn't a clue why, but a hunch. And for Riley, that was enough to spur her to broaden her search for her companion, choosing to no longer overlook the possibility of a deeper reason behind Shana's disappearance. Audition postScenario 1- Shana's at it again. "I've caught him this time, Riley." Shana claimed boisterously, holding up her phone to the teen's face. Riley shrank back away from the screen, narrowing her eyes to see what Shana was showing her. On the screen, a blurred photo of Shana's most recent boyfriend was displayed, lips interlocked with another girl's. Riley sighed softly, shaking her head.
"I don't know what to tell you, Shana. You knew he was like that, didn't you?" Riley reminded her. "You don't have to tell me anything, Riley~. All I want is for you to help me out. I knew he was no good, and now I have proof of it. I'm going to make such a huge fool of him that no girl will come near him." Shana claimed, a mischievous smirk lighting her features. "...I don't want any part of it." Riley noted, shaking her head firmly. "Come on, pllleeeease?" Shana begged, tugging on Riley's arm. Riley allowed this for a moment before pulling away, fixing her sleeve. "Are you telling me this was your goal from the start?" Riley questioned. "It was, but you see why, right? I caught him in the act, and now-" "That isn't going to change anything." Riley interrupted. "Playing games like this, with guys like him, Shana... It's going to get you in trouble." The albino warned, frowning sternly. Shana sighed, tossing her raven tresses over her shoulder. "You don't get it, huh? If I can make a fool of him, I can at least make sure his reputation precedes him. It'll keep other girls from getting hurt by him." She claimed. Riley couldn't help but look back at her, before looking away with the slightest smile. "...Playing hero, huh, Shana?" Riley questioned once more. The irony couldn't be more bittersweet.

I understand you want to maintain originality of your character, which is why this is *only* required on the application *not* on your RP profile. On your RP profile you can put any images you want. For the application we want a more authentic and connection to reality. So the best way I can pose this to you is...Say someone is making a movie or television show based on this character and they want *your* opinion of an actor for the role, who would you pick? Red Eyes are a tricky thing and based on the obviously influenced anime inspired character you have here, Red eyes in "real life" aren't as pronounced as they are in anime with a crimson or blood shade, they lean more towards an amber color. So, I would suggest you specify that its classification is "red" but appearance is more like maroon, amber, copper shades instead of "blood red" or something. 3. Decent enough describing his physique. I would shrink the image sizes down, they're a bit obnoxious (not mandatory to make this change, but I would encourage it if you want people to enjoy reading your application.) 5. Training is about official practices and learning, self-taught masteries and interests are placed in the abilities section. We'll come back to this in the next section. 6. Good job on the equipment. Maybe I'm obsessing too much into science, but the human body has a total of 15 seconds worth of adrenaline it uses to jump start the body into fight or flight reaction. Correct me if I'm wrong on this. Assuming my data is correct, supplying more adrenaline would allow Rush to maintain these abilities you have with the exception...There is *nothing* superhuman about him other than being able to produce / sustain more than 15 seconds worth of adrenaline. Adrenaline's science isn't that much of a mystery, it's a jump start to all of the organs in the human body, like igniting a match stick or starting the engine of a car. It's meant to give all of your systems an initial kick for instant action. So that brings me to my point, there is nothing superhuman about adrenaline, in fact it is very human to utilize adrenaline in times of crisis. What adrenaline does is enhance your body to 'peak' human/self conditioning. I forget the mathematical formula but, it's something like...on adrenaline you can bench press 4x times as much of the weight you would normally bench press 20x times. Adrenaline is an inhibitor it allows you to reach the maximum threshold your body can reach for a short period of time while also damaging in the process IF you choose to utilize this ability to its fullest. So my question is...Why is it "Superhuman" and not "Peak Condition" ? It may seem like I'm splitting hairs here, but terminology and distinction is what I want to get from this and I don't want this character running against someone like, for example, Bane and thinking Adrenaline is going to allow him to stand toe-to-toe with someone like him. Bane has Superhuman strength while on venom, without venom he is peak human conditioned. (Every Olympic Athlete trains to reach Peak Human Condition, contrast to a regular athlete who wants to maintain a good figure.) 8. Electro-kinesis is something you may want to look up the definition for because what you're describing isn't electro-kinesis; it is an ability Electro-kinesis is capable of but, not a good description. There are characters within the DCU that utilize electricity very diligently like Livewire, Static Shock, Black Lightning, and Parasite. They can not only lift objects and more. I want clarity here, I want to know if this ability is just for lifting objects or is there more to it? 9. I would suggest "Electrical Conduit" as a listed power as it would involve your character storing and supplying electrical energy in himself that he can discharge and release at will. The downside is that he'll smell like a warm grilled cheese burger to characters like Livewire, Parasite, and Blackout if they are around him. It also gives him a new vulnerability which you didn't list, which would be "Electromagnetic Pulse (EMP)" 10. With this kind of character, absolute weaknesses are good and allow for you to overcome them in the future, allows your character to face mortality. Have the threat that Rush can be permanently blind in there. You elude that it could be permanent by suggesting it would cause temporary. There's an episode of DCAU Batman (and also of Superman) where the characters are blinded by an accident and for the entire episode the characters have to survive solving the mysteries blinded and unable to utilize their eyes. It displayed both character's intuition, intelligence, and determination to overcome barriers placed in their way. 11. Rubber is flexible; try taking off a wet and sweaty rubber cleaning glove and you'll see it's not easy as the material peels and slowly moves and resists being tugged. Rubber is very elastic, so if he's encased in a set of car tires (or bicycle tires) he's not going to be able to break out of 4 tires with superhuman strength so easily. 12. Your vehicle has all sorts of modifications and things of that nature that Riley has done to his vehicle and yet there is nothing in his training section implying he has mechanical skills nor are there any abilities stating he's self-taught mechanic, or home schooled mechanic by a friend or neighbor. I'd suggest adding something to correct this. 13. I also suggest you include Motorcycle driver as an ability. Doesn't have to be fancy and well described, just something to be clear about so we're not left thinking he's ordinary with a motorcycle, when it's clear he is not. Audition postScenario 1- Solo Mission; Compromised Steady... Silent... Speedy. Rush repeated the three ideals that often came to mind for tasks requiring stealth and swiftness internally, keeping wits trained for any signs of movement in the halls ahead. Huh.. Stealth and swiftness work too, although.. Swiftness is a tad redundant, given that I've already got spee- Rush's thoughts were interrupted by a faint "click", caused by a trip wire caught on the bottom of one yellow boot. Cursing internally for the momentary lapse in focus, Rush freed the boot from the wire. Knowing that any second, alarms would go off and grunts would spill into the hall, the teen dropped into a full sprint, dashing toward the end of the hall. The lights flashed on with the accompanying alarm sirens, a chorus of voices heard down the hallway and around the corner. Rush skidded to a stop, looking around for another exit. Spotting a vent overhead, Rush glanced down the hall before blasting electricity upward at it, blasting the grating off of its placement. As the grunts turned the corner, Rush was just climbing up into the ventilation system. Somehow I doubt they won't look up... Riley thought whilst crawling forward through the vent shaft. The panels just behind were suddenly blasted open with gunfire, causing the teen to yelp in shock. Wasting no time, Rush crawled along faster as the bullet holes swiftly gained ground. Finding a second shaft sloping steeply downward, the albino vigilante dove out of the first shaft, wincing as a bullet grazed along one leg. The sound of leather squeaking along metal was heard as Rush slid down the shaft, eventually slamming into another metal grating with a forced huff. Riley slowly turned around, kicking out the panel and crawling out. Luckily, the shaft had led outside. Well, it was sure nice to have a turn of good luck for once, Rush thought. Now to make for home with the intel gathered. Rush took off across the ground, hoping that luck would hold and the robotic sentries had not been activated. Rush had no such luck. "Out of the frying pan, straight into the-" "FIRE!" A robotic voice interjected, firing off a charged laser at the albino vigilante. Rush dove forward, just under the range of the shot, feeling the residual heat on the back of the neck from the beam. Rush rolled to recover from the dive, just in time to leap aside to avoid a metal limb slamming down, though Rush's right sleeve was torn in the process by one metallic claw. The helmet-clad vigilante took hold of the limb that had slammed down, utilizing a large amount of adrenaline. "HRRAAGH!" Rush roared, throwing the sentry over one shoulder while simultaneously releasing a charged up wave of electricity. The sentry slowly died down, voice trailing deeper as it made "Cease or be Eliminated" type threats. Riley wasted not a second more there, taking off for the fence and leaping over it, just barely clearing the barbed wire. For now, Riley was home free. 15. It was decent but, with the previously mentioned concerns I have for the adrenaline and the electro-kinesis, this post was lost on me as there's a lot of unknowns floating about in it. Additionally the only thing I get from his personality is hat he's some what sarcastic and possibly rebellious. This might've been a great opportunity to show what he's capable of, sure. But your descriptive ability was already demonstrated in the ability section. This audition should've shown more of Riley McMullen than Rush. So far as the reader I have no idea what his name is Rush, only that one day people started calling him that and its his vigilante name. There's no explanation as to his parents or where they are, no explanation as to why he cares about being a vigilante, what's provoked him to become a teenage crime fighter. Earlier you mentioned Young Justice, I'll give you examples from the characters featured in that show... Cyborg and Wally West - both were accidents and only want a NORMAL life, but they are both such decent enough guys they can't just sit back and do nothing when people need help and they *can* actually help with their abilities. Zatanna - Fights for her mother, her father, her friends, and for her own livelihood . She doesn't want them or the world they live on to be hurt. Dick Grayson - Doesn't want criminals to getaway with oppressing or harming good people. Also self motivated to sate his hunger for vengeance and to become independent from Batman. Starfire - Fights against oppression because she was oppressed and enslaved. Point is, these people didn't just one day become the characters they are. It took them time and build up, your timeline and audition post don't give ANYTHING in terms of who he was prior to Rush or how he became Rush, its just like he dropped out of the sky and then there was Rush. 16. My final question is if you were to throw Rush into a comic book series, where do you think he would fit? (e.g: Batman, Superman, Wonder Woman, Flash, Green Lantern, Green Arrow, Aquaman) There are quite a few things I'd like you to respond to in this post before I proceed with my opinion / judgment.

There are quite a few things I'd like you to respond to in this post before I proceed with my opinion / judgment. QFE. Okay! I've made a lot of edits to it, added a few things, but I'm still working on a different scenario to show Riley's personality better. Is not a response to any of my questions at all.

1: Addressed in the edit. 2: Riley does have Albinism, and I am aware that red eyes in albinism are not common, but are possible. It's not a deep crimson red, more of an offset pinkish red with deeper red pupils. The design is in an anime style, but only because that's the style I ended up developing my art with. 4: Fixed! Let me know if I need to shrink them down more. 5: Edited, and for clarification on the JROTC, it inspired Riley's initial drive to maintain the best physical condition possible. 7: I apologize, somehow the whole "Adrenaline" thing got warped from what it was initially supposed to be. Initially, it was meant as more of a pseudo-ability, something more mind over matter. Though now I've got a little more substance to it, especially including the new ability I've added. Before Rush gained the electrical power, Rush was really meant to be little more than average, simply doing what felt necessary. I'll come back to this a little later, because I'm starting to delve into Riley's motives here. Anyways, it's not superhuman, but it seems like impressive feats of strength to the average person at times, thus the false notion that it was "superhuman". 8: Edited in the abilities, I see what you mean. I've done a bit more research on terminology to better explain these. 9: Electrical Charge pretty much covers that, but I can change the name if needed. A question I have is, how would an EMP be a vulnerability? From what I understand, it's a pulse of electromagnetic energy that disables machinery. Which would make perfect sense to me if Rush was a cyborg or machine, but Rush isn't. I could see an EMP causing problems as far as transportation, disabling Rush's bike (Which I need to edit a bit in the description, it's meant to run on electricity), but how would that affect Riley directly? 10: Adjusted the vulnerability to adhere to the suggestion. I also like the idea of it, because I realized that Rush becoming potentially permanently, or for a prolonged time, blind, could open up the possibility of a new ability allowing Rush to sense Bio-Electricity to pinpoint living things and such. Seem plausible? Though for now, my vision of this character does not include that. 11:Edited the rubber weakness, because yep, that makes total sense. I was literally just having trouble pulling off latex gloves at work yesterday, and I saw exactly what you meant, haha. 12/13: Added in the appropriate sections. 14: I'm not sure how to add more without making those bullet points very large. May I simply add a short biography in place of this? 15: I had a hard time thinking up an appropriate scenario. This particular one does not show Riley's personality correctly at all, though I have a new one in mind that I'm working out right now. Basically, Riley is strongly loyal to a select few. Father, Mother (who is not currently living with Riley), and best friend, a girl named Shana. Riley is the type not to get involved in arguments and conflicts between friends, or any conflict for that matter. The teenager really just wants to live quietly, and isn't strongly opinionated. If asked to back someone up in an argument, Riley would most likely respond with, "You got yourself into this mess." Which comes off as cold and indifferent, but someone like Shana who knows Riley well knows that such a statement comes more from the sentiment that if they got them self into the situation, they should get them self out and learn from the experience. This ideal grew from the fact that Riley experiences multitudes of unfortunate situations throughout life, and has simply learned to roll with it and try to make the best of it. Shana has gone missing, between Riley gaining a name as Rush and gaining the new electricity powers. It has to do with the underground organization (If there's one in the DCU that would fit the bill, I'm trying to find it so I'm not just making one up, unless that's acceptable.), which led Riley to discover the facility while searching for Shana, leading to the electrocution incident. Now, Riley is strictly searching for connections to this organization, while still trying to find the whereabouts of Shana. 16: I'm not sure yet. I had thought it was more communal and mixed, and I'm not very knowledgeable on the comics, admittedly. Most of my experience with DC has come from Justice League and Young Justice. I'd say most likely NOT Green Lantern, Martian, or Superman's settings. Something closer to Batman (No, not just because I'm talking to you, haha. A question I have is, how would an EMP be a vulnerability? From what I understand, it's a pulse of electromagnetic energy that disables machinery. Which would make perfect sense to me if Rush was a cyborg or machine, but Rush isn't. I could see an EMP causing problems as far as transportation, disabling Rush's bike (Which I need to edit a bit in the description, it's meant to run on electricity), but how would that affect Riley directly? EMP's wipe out electrical currents, particles, and de-atomize them (For laymen's terms) The reason an EMP shuts down machinery is that it drains the battery of the machine. What is a battery? A chemically induced and concocted device that filters and charges an object with electronic energy. The mixtures of chemicals and minerals charge small atoms into an excited state where they have an electrical current. Attached together you have electricity, separated you have nothing more than various singular atoms. an EMP discharge forcibly separates these atoms all together and makes them null compatible. Believers in electro-shock treatment and magnetism therapy could argue that EMP's are harmful to human beings as our brain and other organs are maintained through tiny electrical currents pulsing through our bodies (Hence the medical procedure "Check the pulse") the pulse of the human body IS an electrical discharge caused by the heart. Just something to think about, having those superpowered electrodes in your body suddenly RIPPED apart while inside could cause damage, temporary spasms, or no effect at all. It would also potentially make water a vulnerability as it is for Livewire and Blacklightning. 10: Adjusted the vulnerability to adhere to the suggestion. I also like the idea of it, because I realized that Rush becoming potentially permanently, or for a prolonged time, blind, could open up the possibility of a new ability allowing Rush to sense Bio-Electricity to pinpoint living things and such. Seem plausible? Though for now, my vision of this character does not include that. That would be a good ability rather sense to have, yes. Humans can naturally pick up electrical pulses, its just we've trained our senses to ignore most of them and only 'feel' them when the power is amped so high and we're in direct contact with them. An interesting fact about birds, their navigation system is based upon seeing Earth's magnetic rings which travel east and west, which is how Birds know to travel north and south. If you've seen wire framed pictures of the Earth, you'll see lines mapping east to west, they are the latitude on a map and sometimes correspond to the magnetic ring around the planet. 14: I'm not sure how to add more without making those bullet points very large. May I simply add a short biography in place of this? You can insert your own section including your biography / background. it's been done before - check Elaine Belloc's application. 15: I had a hard time thinking up an appropriate scenario. This particular one does not show Riley's personality correctly at all, though I have a new one in mind that I'm working out right now. Telling us this is a good thing, otherwise we'll skip the audition and assume the old one remained. And if its not memorable, well its a waste of your time and a waste of ours. Basically, Riley is strongly loyal to a select few. Father, Mother (who is not currently living with Riley), and best friend, a girl named Shana. Riley is the type not to get involved in arguments and conflicts between friends, or any conflict for that matter. The teenager really just wants to live quietly, and isn't strongly opinionated. If asked to back someone up in an argument, Riley would most likely respond with, "You got yourself into this mess." Which comes off as cold and indifferent, but someone like Shana who knows Riley well knows that such a statement comes more from the sentiment that if they got them self into the situation, they should get them self out and learn from the experience. This ideal grew from the fact that Riley experiences multitudes of unfortunate situations throughout life, and has simply learned to roll with it and try to make the best of it. Shana has gone missing, between Riley gaining a name as Rush and gaining the new electricity powers. It has to do with the underground organization (If there's one in the DCU that would fit the bill, I'm trying to find it so I'm not just making one up, unless that's acceptable.), which led Riley to discover the facility while searching for Shana, leading to the electrocution incident. Now, Riley is strictly searching for connections to this organization, while still trying to find the whereabouts of Shana. Something like this should be in your application post. Regarding covert organizations there are plenty in DC and it all depends on what you're trying to accomplish why they took her. A.R.G.U.S (U.S Government), C.A.D.M.U.S (U.S Government research on superhumans, Superboy, Royal Flush Gang, and Galatea have been associated with this organizations), H.I.V.E (A terrorist organization that experiments on Superhumans, known enemy of the Teen Titans.) League of Assassins (Ra's Al Ghul's organization of assassins) There are many many more, but those are the ones off the top of my head. 16: I'm not sure yet. I had thought it was more communal and mixed, and I'm not very knowledgeable on the comics, admittedly. Most of my experience with DC has come from Justice League and Young Justice. I'd say most likely NOT Green Lantern, Martian, or Superman's settings. Something closer to Batman (No, not just because I'm talking to you, haha. The purpose of that question is to find out where you envision landing your character. What intention you had in mind when you created it. Some people have these "Great ideas" and no concept as to where they would fit into a story. In this case you see your character more helpful to Batman or Flash, making their villains more powerful than your character but, not completely out of your character's league all the time. For example: Professor Zoom and Ra's al Ghul are completely out of your character's league and would mop the floor with Rush with or without Batman or Flash. However the Trickster or Two-Face may not be out of his league.

Additional note about "Electrical Healing"
This would be a superhuman ability, which I would make it more like Flash's superhuman endurance / superhuman healing factor.
The reason Flash needs such abilities is that otherwise his body would rip apart upon accelerating at 100 mph and maneuvering himself. It's also why the Flash can run and smash into a wall without dying...It'll hurt but it won't kill him unless he's going too fast.
For Rush the idea would be: The electrical charges gravitate and attract to each other quicker because of their electrically charged state allows them to. This would have draw backs as the human body isn't supposed to rapidly heal, so perhaps he can only heal in short bursts as he consumes food / drink his body has fuel to recharge this ability. And if he doesn't, maybe he gets sick or really exhausted as his body is breaking down his organs and muscles in order to sustain the rapid healing. This will regulate and force him to use his powers in short bursts rather than one long and continuous charge. It would also allow him to recover from a gunshot wound that could otherwise be fatal.
Otherwise, there's really no sense at all in having a healing factor as electricity has nothing to do with healing at all. It would either give you endurance by 'hardening' your body molecules electrically (Which means an EMP can really screw you over) or it would help blood vessels, chemicals, and minerals in your body gravitate and attract towards the cells your body is programmed to use in order to heal.
