Superhuman Speed - His primary power. As a Speed Force Conduit, he channels its energy into the ability to move, think, and react at superhuman levels. He is fast enough, at present, to run at speeds greater than Mach 10 and to react to and perceive the world around moving at such speeds and beyond. When desired, Bart can vibrate his body fast enough to phase through objects and people.
Speed Force Aura - When running faster than the human body can handle, Bart generates an aura around him that protect his body and anything he is carrying from the friction, heat, and strain of moving at high speeds.
Accelerated Healing - Although their aura imparts some form or hint of durability, Bart is not able to take punishment the likes of true superhumans can. If he is injured, his body can heal very quickly where as normal physical wear and tear on the body is almost completely nullified.
Decelerated Aging - All Speed Force Conduits age at a much slower rate than normal.
Sharing/Stealing Speed - Bart can share the speed force with others to allow them run at equaled speeds. On the flipside, he is able to steal the speed and momentum from objects (and perhaps people one day as Barry), to slow and even virtually stop them.
Photographic Memory - Bart is able to remember anything that he reads, even at superspeed in comparison to others speedsters who forget the information soon after reading it.
Multi-linguism - He is fluent in both English and Interlac although he rarely uses the latter even though it is his native language. He knows a few at the basic level although, if he wanted, could quickly learn them due to his memory and superspeed.
Hand to Hand Combat - Barry has trained Bart in close quarters combat to a degree and he has learned more by sparring and practicing with the other Titans.
Weaknesses

Metabolism - Bart possesses an incredibly high metabolism that requires him to ingest many more calories than normally required to function at peak levels.
Accelerated Healing - He heals from injuries rapidly, but that does not mean that they heal correctly.
Character Time Line
Origin
-Bart is born and diagnosed with an accelerated aging disease.
-His parents send him back through time to Barry Allen who is able to use the Speed Force to heal Bart.
-Bart grows up with his parents but is forced to return to the past as part of an agreement with President Thawn and his parents.
-Bart is mentored by Barry.
Year 1
-Bart joins the Teen Titans
Audition Post
"Sorry. Sugar rush. Need something to hold me stead-... Oh. It's over now." Bart started to run around Rose's room, looking over various things. "This blade could be sharper. Dusted your sink. What are these books? Not make your bed? Take too long? You've got socks behind your table. I'm bored. Want to go out to eat?" Between each sentence he spoke, the teen became a blur of motion, before stopping to speak. His foot started to tap against the ground, before half of a second after he posed his question, he said, "Ok. Bye now," and took off into the kitchen. As he ran around the kitchen looking for food, the alarm system of the Tower went off, the klaxon sounding as the others ran about, getting ready for whatever situation was at hand. Darting into the watch room, Bart, with a large bag of tostitos in his hands that he was swiftly emptying, watched the screens where a bank robbery was occurring and there... was a hot dog stand next to it!
Without another thought, Bart turned on his heel and ran down the steps to the bottom floor, his ring opening up to surrounding him in his Flash suit, and quickly turning into a blur of red and yellow as he bolted across the water leaving a high trail of water coupled with a loud sonic boom in his wake. What took place next happened in the span of time it took a practiced and bred in drill of the Titans readying up, loading into the T-jet, and taking off for the city. Impulse reached the bank and ran around within, grabbing up two of the bank robbers and tying the hands of one to the ankles of the other with his shoestrings. Within seconds, he had done the same to each of the men with a circle of tied up crooks created. He was back outside when the patrons and workers inside had realized what happened and standing next to the hot dog stand and tapping the worker on the shoulder. "Hey um... could I have a few?"
Around ten minutes later, Bart was found, by the rest of the Titans sitting, sitting in the living room and munching on a large platter of hot dogs with greasy bags, flattened, and sitting in a pile next to the platter. He caught the sight of them out of the corner of his eye and waved a hand at them, "Hi guys. What took you all so long?" The team looked at him, their mouths hanging slightly open as they finally put two and two together and understood why he hadn't been with them and what the mysterious blur was the people in the bank saw save them. Bart, who had turned back to the tv, pushed the platter towards the others, "Want some?"
